Mathew 4:19 is the scripture in the Bible that is usually thought to say “teach a man to fish.” Jesus is travelling near the Sea of Galilee when he notices two brothers, Simon and Andrew, casting their fishing nets into the sea. “Follow me, and I will make you fishers of men,” Jesus says. (NASB) Simon, also known as Peter, and Andrew, the next verse, drop their nets and accompany Jesus, becoming his first disciples.
